Here are the highlights of the Commission Meeting on April 22, 2008 in Los Angeles, California.
1) The suspension and fine of Carlos Fuentes for anabolic agents was unanimously upheld with a 7 - 0 vote. Mr. Fuentes is suspended for 365 days and fined $2,500.
2) The suspension and fine of Kyacey Uscola for anabolic agents was unanimously upheld with a 7 - 0 vote. Mr. Uscola is suspended for 365 days and fined $2,500.
3) Language is being drafted for the regulation of amateur mixed martial arts in California and is slated to be presented to the Commission at the June or August meeting to set a regulatory hearing on the matter. If a hearing is set, it will follow the same course of action that the present rule changes are currently involved in.
4) The regulatory hearing for the latest rule changes for the Commission occurred yesterday and resulted in the following:
Rule 227 - Arbitration Procedures (adopted by the Commission - public comment period closed)
Rule 281 - Physical Condition of Boxer (amendments adopted by the Commission - public comment period closed)
Rule 303 - Administration or Use of Drugs (language modified and re-opened for another 15 day comment period)
Rule 314 - Alternate Ring Specifications (adopted by the Commission - public comment period closed)
Rule 323 - Bandages (language modified and re-opened for another 15 day comment period)
Rule 368 - Change of Decision (amendments adopted by the Commission - public comment period closed)
Rule 389 - Appeal Procedures (adopted by the Commission - public comment period closed)
Rule 523 - Ring (amendments adopted by the Commission - public comment period closed)
At the conclusion of the latest 15 day public comment period, the Commission's rulemaking file will begin its journey through the following organizations: the Department of Consumer Affairs, the State and Consumer Services Agency, the Department of Finance, the Office of Administrative Law, and finally to the Secretary of State.
In my best guess, the earliest timeframe for these rules to become law is July with the start of the new fiscal year.
Ricky Shivers, who last fought for Rebel Fighter on March 22, 2008, has tested positive for Boldenone and Nandrolone. His suspension is from the conclusion of the bout on March 22, 2008 through March 21, 2009. He has been fined $2,500.
While Boldenone is veterinary in nature and there should be no allowable trace of the substance in the human body, Mr. Shivers nanogram count for Nandrolone was 254 ng which is 252 ng above the threshold.
His "A" sample was tested at Quest Diagnostics and his "B" sample was reconfirmed at Laboratoire de controle du dopage in Laval, Quebec, Canada which is a WADA certified facility.
